Here in Minnesota a "CONCRETE CONTRACTOR" does not require a licence per say ... I don't kinow the requirements in your state but I will say that as a General Contractor myself and a former project manager for a larger contracting company…
In my testing for CCS I have had very good luck with the extra thick tapered foam backer heads (3",4",5") ... They allow for the pad to flex a bit while still having contact & pressure with the surface ...
As for pads ... Like Jim said "I use a 3"…
